It is listed when the two rates are 10 points or more apart and still apart between players with the same hours, since early reviews come from fewer hours in. Every review counts with the verdict it carries today, so one its author has since changed shows the new verdict. Games whose reviews began before Steam added the thumbs-down in November 2013 are left out.
