  1. The Empty Lot

    You began as Kazuma Kiryu in Kamurocho in 1988. A man you beat while collecting a debt was murdered in the Empty Lot, a tiny property blocking a lucrative redevelopment. Framed for the killing, you left the Dojima Family to protect your imprisoned foster father, Shintaro Kazama. You joined Tetsu Tachibana, whose real estate company secretly worked with Kazama against Dojima.

  2. Sotenbori

    As Goro Majima, you managed Sotenbori's Cabaret Grand under Tsukasa Sagawa's surveillance. A promised return to the Shimano Family came with an assassination order: kill Makoto Makimura. You discovered that Makoto was a blind woman, and protected her instead. Her protector Lee died during your attempted escape. Masaru Sera intervened and took Makoto away, leaving you searching for her.

  3. The Owner

    As Kiryu, you endured the Dojima lieutenants' attacks while your sworn brother Akira Nishikiyama struggled to protect you. Tachibana named Makoto as the Empty Lot's owner but deferred his personal explanation. You met Makoto, his missing sister, and escorted her toward Tokyo with Jun Oda. Oda betrayed you; he had sold her into captivity and feared their reunion. You escaped with her; Shibusawa killed Oda.

  4. A Reunion Lost

    Back in Kamurocho, you watched Tachibana surrender to assassin Lao Gui to save your life. You and Nishikiyama fought through Kuze's men to rescue him, but torture had fatally wounded him. Makoto arrived too late to speak to her brother. You also learned that Sohei Dojima had ordered the murder that framed you, making Kazama vulnerable through your supposed crime.

  5. Makoto’s Revenge

    As Majima, you learned that Shimano had expected you to protect Makoto and gain her trust. He wanted her land for a deal with the rival Omi Alliance. You found her beginning to regain her sight, but bent on revenge. She demanded the Dojima lieutenants' deaths in exchange for the lot. Dojima had Lao Gui shoot her; Sera arranged lifesaving treatment.

  6. The Final Battles

    As Kiryu, you defeated Shibusawa while defending Makoto, and Nishikiyama stopped you from killing him. As Majima, you defeated Awano and Lao Gui at Dojima's headquarters. Awano died, but Sera stopped your revenge: Makoto had signed the lot over to him, defeating Dojima's scheme. You then confronted Shimano, who killed his Omi contact and accepted you back into his family.

  7. Separate RoadsThe ending

    Sera gained the redevelopment and became the Tojo chairman's designated successor. As Majima, you bade Sagawa farewell, determined to live wildly, inspired by Lee, Nishitani, and Sagawa himself. As Kiryu, you rejoined the Dojima Family. Back in the Shimano Family, you encountered Makoto as Majima. Her sight restored, she did not recognize you; you left without revealing yourself. She later found her brother's watch at the Empty Lot. Finally, you greeted Kiryu on a Kamurocho street.
